Request for Qualifications for the Preparation and Generation of an Update of the Aberdeen Comprehensive Land Development Plan

This Request for Qualifications (RFQ) has been prepared by the Town of Aberdeen in order to retain the services of a qualified and experienced planning consulting firm or team for assistance in updating the existing 2030 Plan and 2040 Plan draft into a cohesive plan that will be used as the primary policy document to guide decisions related to growth, development practices, and capital investments. Both documents can be found in the Document Center. The planning process must include an effective public engagement component to develop a Plan that provides strategies and preferred practices for development and a roadmap for determining future land uses that considers infrastructure opportunities and constraints. The final product should rely on the existing 2040 Plan draft for data, background, and analysis and coordinate well with other adopted plans, including:

  • Aberdeen Pedestrian and Bicycle Transportation Plans,
  • Aberdeen’s Downtown Streetscape Plan, 
  • Moore County’s 2013 Land Use Plan, 
  • Partners in Progress’ 2018-2020 Strategic Plan, and 
  • A Moore County Transportation Plan expected to be adopted in mid-2018.
